After SPIN! Video - 10/19/14 - Question to John Hood: "North Carolina’s 2013 SAT scores were released recently and the state average for the 64 percent of students who took the test was 1,468, three points below the national average. We were above average in reading but behind in math and writing. Is this a good news or bad news report?"

Richard Bunce says:

Test scores compared to the national average or any of the other 49 States is irrelevant... the rest of the nation, also largely reliant on government school systems, has the same issues as NC. Compare to a set standard for what the K-12 education systems should accomplish to satisfy it's customers... parents, employers, and higher education officials. When K-12 education vouchers are offered far more parents apply than the number of vouchers offered and that is the ultimate test of our national/State K-12 education system.
