After SPIN! Video - 12/12/14 -  Question to Gene Arnold – "There are 115 school districts in North Carolina. 80 of them have fewer than 10,000 students and 25 have fewer than 3,000 students. There is some talk about consolidating some of these districts to make them more cost effective and efficient. What do you think of this idea?"

Richard Bunce says:

We should evolve to a new structure for K-12 education built around parental choice where parents direct the flow of education resources for their children to the school system that best serves their needs. Larger traditional government school system districts will only bring larger government education bureaucracies and mega factory schools.
