Specifically she wants suggestions for how to improve overall health, not just injuries or illnesses; help doctors and care providers transition to managed care; improve quality of care and pay for value. Eliminate it and get a waiver from DHHS under ACA to offer premium subsidy to allow people to keep their coverage when income falls under 100% of poverty... which is what the Democratic Party majority in Congress should have done in 2010.
