After SPIN! "Question to John and Chris – When the legislature created the voucher program it exempted students going to private schools from having to take state standardized tests. We don’t know whether these students are performing better, the same as or worse than those in traditional public schools. NC State is conducting a project to administer a modified version of the Iowa test to measure student performance. Should these students be held to the same standards as all students? Why or why not?"

Richard L Bunce says:

When parents control school funding, as they do in a school choice voucher envionment, the parents are the accountability... government education bureaucrats do not hold government schools accountable and cannot hold choice schools accountable... at least one reason being that government education bureaucrats despise school choice and would not produce honest assessments... as they do not in government schools where teaching to the test and outright test cheating are the norms.
