After SPIN! Video: Why aren't schools getting money from fines?

After SPIN! "Question to Bev Perdue and Leo Daughtry – State law says that fines and penalties assessed are to be directed to our schools to help pay for technology. In 2008 the courts ruled a number of state agencies had not done so and ordered them to pay up, but the school boards association and 20 local school districts are back in court saying these agencies still aren’t paying the fines. What can be done to make our own state agencies obey the law? Shouldn’t there be some punishment for ignoring it? What do you think of the legislatures suggestion that schools should be willing to negotiate the amount owed?"
