Finance director Trey Sutten told lawmakers activity still suggests Medicaid would end the fiscal year under budget - the third year in a row. He cautioned Medicare obligations, enrollment growth in high-needs categories and pharmaceutical spending could eat away at positive financial results.

North Carolina Medicaid spends $13 billion from federal and state funds. There are more than 1.8 million enrollees.
