Drawing the district lines is the responsibility of the General Assembly. For 150 years the Democrats drew the lines to benefit their party. Now that the Republicans can do the things the Democrats used to do, the Democrats want to change the rules. This will be resolved only when the Democrats are able to draw the lines to benefit their party.
