After SPIN! Video: What can be done to decrease the number of ER visits a year?

After SPIN! - "Question to Becki Gray – The Rand Corp recently reported that 1 in 5 Americans goes to the Emergency Room at least once a year and that ER visits are actually increasing. The Hospital Association says it is hard to pin down specific reasons for the increase but they might be due to a shortage of family doctors and Obamacare. What’s your reaction to this report and what, if anything, can be done to decrease the volume in this most expensive care?"

Remove the regulations that prevent Emergency Rooms from performing significant triage efforts to weed out the non emergency visitors early in the process. Upfront copay's for the conscious. Co-locate non emergency care clinics with emergency rooms.
