After SPIN!-What should the state do to improve internet access for students?

After SPIN! - Question to John Hood and Chris Fitzsimon -  Some 60 percent of our k-12 students are receiving online instruction but we know that many of them don’t have access to high speed broadband Internet. There is a growing call that the state step in and provide this service, even in areas where there are for profit providers who can’t or won’t serve them. What is the proper role for the state or local governments?
