Controller: NCAE can keep payroll deductions

The North Carolina Association of Educators appears to have won the latest round in an ongoing dispute over whether it can have its members' dues deducted directly from their paychecks.

In a letter dated Wednesday, State Controller Linda Combs says that the group can keep its payroll deduction privilege, despite not formally demonstrating it has 40,000 members as required by one law. That's because the group qualifies under a separate law that only requires organizations to have 2,000 members, a bar NCAE easily clears.

"Therefore, my office will continue to process payroll deductions for state employees who are members of NCAE, work within State agencies, and are paid through the BEACON Payroll System," Combs wrote.

There is a question, however, as to whether the organization will still be able to be able to automatically collect dues from its members who work for local school districts. Those workers make up the bulk of the organization. 

Removing the ability to do automatic payroll deduction could hobble a group that relies on public-sector members for dues.

NCAE has often found itself at odds with legislative Republicans over school funding. In 2012, members of the state House held an unusual post-midnight veto-override session to ban NCAE from taking advantage of the automatic dues deductions. However, a court overturned that law.

Last year, Sen. Ralph Hise, R-Mitchell, challenged whether NCAE should keep its privilege. He pointed to the group's failure to cooperate with a state audit report that sought to verify its membership.

So, once again we have the law being ignored.

If you are a black, lib, socialist, politician, protected group member, mooslum, or illegal alien the law obviously does NOT apply to you. Oh, and the other protected group: gays. They get to use the bathroom or shower of their choice, and your safety be damned. The gay group's 'rights' override everything else, including your rights and your safety. Get over it. Now we have the state protecting a group from the law simply because they are a mostly lib group. They vote, support, buy lib pols, so they MUST be protected. Does this make sense even to the most die-hard lib? Someone please find & ask Chris if he's on board with this group being allowed to violate the law, costing the rest of us financially. This might be a simple 'thinking ability' test for any lib.

Of course, when I used to identify as a white Christian male, everything about me was objectionable and outside of any and every protected group. Libs HATE, despise, and penalize Christians. Libs defined me as 'angry white male' because I was a white male; the 'angry' is by default for any lib that described me. As a Christian my beliefs were forbidden to be lived out in my daily life as soon as I left either my home or my place of worship.

Now that I identify as a black female, which is sanctioned by those same libs, my freedom is mind-boggling. I feel so released and able to do or say anything. Anyone who disagrees can be described as either 'sexist' or 'racist'. The good rev buffet slayer will come out to defend me. I'm no longer angry, I'm 'underprivileged'. I'm no longer penalized for my religious beliefs, I'm protected. I no longer have to buy my own state issued picture ID, it's provided free of charge. I no longer have to think about who to vote for, not only will the N&D tell me who the proper Demoncrat candidate is, but I will hear quite clearly, loudly, and often from the pulpit which Demoncrat to vote for. Cuz we all know that political speech in a white or 'conservative' church is illegal and WILL BE punished, but political speech in a black or liberal church is protected, promoted, encouraged. Plus, identifying as a black female I can get a free ride to my place of worship, then catch the church bus going to the local polling place.

I tell you, one of the best things I've done since achieving adult-hood is changing my identity to 'black female'. It shows up on my state-issued free drivers license, it shows up on my state & federal tax returns, my voter registration, and every government agency designed to give me stuff. Being a black female seems to carry more benefits and protections than it does problems and discrimination. Seems the lib idea of reverse discrimination has helped me greatly; doesn't matter that my new-found freedoms and benefits actually hurt & penalize anyone else. That's their problem to deal with!

(for every lib out there that now hates me, welcome aboard, what took you so long? i've been hated for my conservative and logical posts for months! what irritates you most, my decision to identify as a black female? or the fact that doing so pokes a major finger in your eye? does my new identity make you realize how stoopid your entire 'identity' crap is so bogus, useless, and impossible to control? does my new identity make you, finally, realize that not having standards destroys everyone's freedoms, as well as making life impossible for the rest of society? does my new identity, and purposely poking you in the eye, make you realize that 'a higher power' created the original identity and you can't screw with it? of course not. since converting to a lib, i mean 'identifying' as a lib, you also checked your ability to think at the door. thinking is not allowed in lib-land! sorry for you. even since identifying as a black female, i've retained the ability to think and process information logically. doubt my statement that you gave up your ability to think logically? consider hillary for president. consider the socialist white guy for president. no other proof necessary! and you whine about trump. can't help it, whining just comes naturally to you.)
